Introducing Kasa
The aid architecture in Ghana and elsewhere is changing. Many donors are moving from projects and programmes to sector budget support mechanisms, such as the Natural Resource & Environment Governance (NREG) programme in Ghana. The NREG Programme is a mechanism for multi-donor sector budgetary support to the Government of Ghana, with specific benchmarks as result indicators in environment, mining and forestry in a number of areas that directly impact the poor and rural citizens. Government progress on the targets is assessed each year prior to agreements on release of funding.
In recognition of the important role that civil society play in natural resource and environmental governance in Ghana, the government of Ghana and its development partners funding NREG (Royal Netherlands Embassy (lead), DFID, the European Union, the French Development Agency, and the World Bank) have agreed to establish a civil society support mechanism - to increase information-sharing and discussions about NREG within civil society and among civil society, government, and development partners. While waiting for agreement on a long-term mechanism, the Royal Netherlands Embassy is supporting an interim civil society support mechanism called Kasa. Kasa will run for two years to end of July 2010 and is jointly implemented by CARE, ICCO and SNV.
